Bayway Lateral

The Bayway Lateral Project is a proposed lateral pipeline that will be constructed to deliver natural gas from the existing Texas Eastern Transmission system in Linden, New Jersey, to the Bayway Refinery site in Linden and Elizabeth, New Jersey.

Directly connecting to the Texas Eastern system will bring diverse, secure supplies of environmentally friendly, domestically sourced natural gas to customers located at the site. Further, the direct connection to one of the customers, a natural gas-fired electric generator, will help ensure reliable electricity for the region.

The Bayway Lateral Project will interconnect with the portion of the existing Texas Eastern system recently enhanced as part of the New Jersey – New York Expansion Project. The NJ-NY Project was designed to relieve pipeline constraints in this region in order to increase the reliability of natural gas service for customers such as those being served by the Bayway Lateral.  The NJ-NY Project has been bringing additional natural gas supplies into the area since late 2013.

Texas Eastern has long-term contracts for firm lateral transportation service with Phillips 66 Company and Cogen Technologies Linden Venture, L.P.

The Federal Energy Regulatory Commission (FERC) is an independent federal agency that regulates the interstate transmission of natural gas and exclusively authorizes the construction of new interstate natural gas facilities. FERC is also the lead federal agency responsible for conducting environmental reviews of interstate natural gas projects in compliance with the National Environmental Policy Act (NEPA).

On June 29, 2016, Texas Eastern filed with FERC a formal application for a Certificate of Public Convenience and Necessity that will allow the construction and operation of the Bayway Lateral Project.

The Bayway Lateral Project was assigned docket number CP16-473-000. You may visit FERC’s website and enter the docket number to follow the project.

The Bayway Lateral Project, proposed to be located in an existing industrial area in Linden, includes construction of:

  • Approximately 2,300 feet of new 24-inch diameter lateral pipeline
  • One new meter and regulating station site that will include two separate delivery points

For the new lateral, 2,115 feet of pipeline (more than 90 percent of the proposed route, including the crossing of the New Jersey Turnpike [I-95] and Conrail Railroad) will be installed using the horizontal directional drill method.
