The Federal Energy Regulatory Commission (FERC) exclusively authorizes the construction of new interstate natural gas facilities. FERC is also the lead federal agency responsible for conducting environmental reviews of interstate natural gas projects in compliance with the National Environmental Policy Act.
Texas Eastern notified the Federal Energy Regulatory Commission (FERC) of its intent to proceed with the project in June 2015. The FERC “pre-file” process was initiated to conduct a series of activities prior to filing the formal application for project approval. On June 26, 2015, the Project was assigned pre-file docket number PF15-17-000.
Texas Eastern submitted a formal application to the FERC on October 8, 2015, as a combined project with Access South and the Lebanon Extension. These projects were assigned docket number CP16-3-000.
On December 21, 2016, FERC issued the Certificate of Public Convenience and Necessity for the Access South, Adair Southwest, and Lebanon Extension Projects under docket number CP16-3-000 following a comprehensive review and evaluation by FERC. The certificate authorizes Texas Eastern to construct and operate the project’s facilities in accordance with the conditions set forth by FERC.
